In order to establish its own human resource management system, the Korea Coast Guard revised all the Regulations on the Appointment of Police Officials belonging to the Korea Coast Guard and enacted related enforcement regulations.
The new regulations included on-site-oriented improvements such as the introduction of a specialized position system for KCG officers, the removal of the limit on the number of special promotions, the shortening of the career period and the improvement of the bonus point system.
It will also increase the authority of on-site commanders by expanding the appointment authority of heads of regional headquarters, heads of the central maritime special rescue team and heads of the Coast Guard Research Center. So far, Coast Guard officials have been subject to the National Police Agency's Regulations. This has made it difficult for the Coast Guard to manage human resources properly, such as hiring or promotion suitable officers for the KCG’s job environment. The Korea Coast Guard expects the revision of its own regulations and the enactment of enforcement rules to develop expertise in areas such as investigation as it prepares its own human resource management law system.
